A leaking water meter is usually the responsibility of the water company, as they own and maintain the meter. If the leak comes from the meter itself, whether it is inside your property or just outside the property boundary, the water company is responsible for repairing or replacing it. Homeowners are not responsible for fixing the meter, though they are responsible for the pipes connecting the meter to their property.
The water company must have access to the meter to carry out repairs. If access is blocked by installations in communal areas or other obstacles, the property owner may need to remove them so the meter can be serviced. Even when a meter is located in internal or shared areas, the water company remains responsible for leaks in the meter itself. Homeowners are only responsible for the pipework immediately connected to the meter, not the meter or the wider water supply infrastructure managed by the water company.
